Sure, everyone tells nonprofit boards that the members are better to govern by creating policies instead of issuing commands, edicts, and approving staff plans and budgets. But what are policies? How do policies facilitate governing? Doesn’t the board relinquish control by issuing vague policies? Aren’t policies usually written, filed, and just forgotten — what good is that?
